Justification for the Rate Increase
The proposed increase stems from a 3.12% rise in the consumer price index projected for 2023 to 2024, alongside a 3.42% increase in tipping fees, which will rise from $55.69 to $57.59 per ton.
New Rates for Residential and Commercial Services
As a result of the council’s decision, the cost for residential waste services will rise from $30.67 to $31.60 for the standard 96-gallon cart. For commercial clients, the fee for a 3-yard bin serviced weekly will increase from $133.89 to $137.93. These new rates are set to take effect on July 1.
Franchise Agreement and Rate Review Process
Under the existing franchise agreement with EDCO, the company is permitted to request annual rate adjustments based on fluctuations in the consumer price index and tipping fees. The Regional Solid Waste Association oversees the tipping fees applicable to Solana Beach and other associated agencies.

Matthew Cleary, the general manager of EDCO, expressed that the rate adjustments reflect the economic conditions affecting the company, similar to the rising costs residents face with utilities. He characterized the increase as modest.

Prior to the council’s vote, residents and business owners were informed about the proposed rate changes via mail, allowing them to submit formal protests against the increases. To halt the implementation of the new rates, a majority of property owners—50%—would need to voice their opposition.
Limited Opposition to the Rate Increase
According to the city clerk, only one property owner submitted a protest vote against the rate hike. Additionally, Councilmember David Zito noted that the city received several letters supporting the proposed increases. Mayor Lesa Heebner remarked that such support was unprecedented.
