Solana Beach City Council Approves $510,000 for Fletcher Cove Beach Access Enhancements
Funding for Beach Access Improvements
On July 2, the Solana Beach City Council greenlit two contracts totaling $510,000 aimed at enhancing access to Fletcher Cove Beach. This initiative is part of a broader effort to improve the area’s infrastructure and visitor experience.
Replacement of Corroded Grate
The project includes the replacement of a deteriorating dissipator grate situated next to the Fletcher Cove ramp. Originally installed nearly three decades ago during the North County Transit District Train Station development, the grate has suffered significant corrosion over time and is now in need of urgent replacement.
Coastal Development Permit Secured
In November 2023, the California Coastal Commission granted the city a waiver for a Coastal Development Permit, allowing for the replacement of the grate and additional improvements to the beach access ramp.
Contract Awarded to A.B. Hashmi
A.B. Hashmi, Inc. has been awarded a construction contract valued at $432,525. According to a report from city staff, the company submitted the lowest bid among ten proposals, which ranged up to $660,000. The bid was deemed complete and met all specified requirements, with prior work references confirming the contractor’s reliability and qualifications.
Geotechnical Engineering Services
Verdantas Inc. has been contracted for a year to provide specialized geotechnical engineering inspections and laboratory testing. City officials noted that the staff lacks the expertise to perform these assessments, making Verdantas a suitable choice to ensure that all testing and inspection standards for the reinforced concrete used in the project are adhered to.
Budget Allocation and Funding Sources
The city had previously allocated $250,000 in its Capital Improvement Plan for the replacement of the access ramp, dissipator, and shower facilities at Fletcher Cove. The additional $234,525 needed for the water line, conduit, and geotechnical consulting will be sourced from approximately $24,000 from the Beach Related Reserve and $236,000 from the Measure S fund.
