Solana Beach City Council Approves Surf Camera Monitoring Contract

On July 17, the Solana Beach City Council greenlit a resolution enabling the city manager to finalize a contract for surf camera surveillance and cloud-based video storage for closed-circuit television (CCTV) systems.
Contract Details and Financial Implications
The agreement, awarded to Eye P Solutions, is valued at up to $9,596 for the fiscal year 2025-26, with potential annual extensions costing an additional $4,000.
Background on Camera Installation
As part of the Coastal Storm Damage Reduction Project initiated by the U.S. Army Corps of Engineers, the city first installed these cameras in 2021 through a partnership with Siemens Industry. This initiative aimed to document and establish a reference point for existing wave and surf conditions prior to any sand placement.
Ongoing Monitoring Locations
The city has maintained its surf monitoring efforts at several key locations, including the Marine Safety Headquarters at Fletcher Cove, the Tide Beach Park satellite lifeguard station, and the Del Mar Shores Beach satellite lifeguard station.
Purpose of the Surveillance Technology
According to the city’s agenda report, the implementation of video cameras and CCTV technology has facilitated the recording of baseline wave and surf conditions prior to sand placement. Furthermore, these cameras will be instrumental in objectively assessing wave and surf conditions for two years following the completion of the USACE project.
Proposal Evaluation Process
Following the release of a request for proposals in April, the city received five submissions for the contract. Eye P Solutions was selected as it effectively addressed all the city’s requirements in a clear and concise manner.
